Abstract
Moving on from the development of the economic condition which has been slumped since mid-1997, the increase in population has had an impact on the increasing domographic burden borne. With these conditions, the increasing number of residents no longer has the meaning as added value for human investment, due to the greater level of imbalance between the number of requests and the availability of labor.
